在当代国际贸易中,西方国家越来越重视技术性贸易壁垒的作用,推行新贸易保护主义。在WTO/TBT协定框架下,我国应正确认识技术法规的功能,充分利用国际规则,借鉴西方国家的立法经验,在立法理念、制度设计以及运行模式等方面采取配套措施,完善我国技术法规体系,应对西方国家技术性壁垒的挑战。
In the contemporary international trade, the western countries pay more and more attention to the role of technical barriers to trade and promote new trade protectionism.
