主席、各位代表、各位同志:为全省人民所最关心的,有历史意义的第二届第一次各界人民代表会议马上就要正式开幕,我仅就会议的筹备工作向大会报告。这次会议的筹备工作是根据省人民政府七月二十三日颁布『关于召开陕西省第二届各界人民代表会议的决定』的精神,由省府和协商委员会共同筹备的。这次会议在群众说,曾经过了抗美援朝、土地改革、镇压反革命、「三反」「五反」等一系列的社会改革与民主改革运动,在各级政府与干部说已经有了两年多的建政工作锻炼,和各级人民代表会议的经验,加之在省府决定召开会议的同时曾组织了二八六个干部,分头下乡,帮助各县、乡进行建政,并开展建政学习与建政工作检查。这就是说,这次会议是在群众进一步的觉悟基础上由下而上的
