十八大将基层党组建设推向了一个新的历史时期,即建设基层服务型党组织。但就目前基层党建来看,还存在着服务目标模糊、服务流程不明确、工作效率不高、工作方法陈旧等诸多问题。本文尝试以国际先进的服务质量管理体系为蓝本,建立党建服务质量管理体系,更加细化服务流程。使基层党建的“六有目标”更加有效的落到实处,进一步提高基层党建的科学化水平。一、目前基层党建的困境(一)思想认识不到位部分基层党组织负责人在思想意识中不能摆正党建的重要
The 18th Plenary Session pushed the building of grass-roots party groups to a new historical period, namely building grass-roots service-oriented party organizations. However, as far as the grassroots party building at the grassroots level is concerned, there are still many problems such as obscuring service targets, unclear service flows, inefficient work practices and obsolete working methods. This article attempts to international advanced quality of service management system as the base, build the party building service quality management system, more detailed service process. The grass-roots party building “six goals ” more effectively implemented, and further enhance the scientific level of grass-roots party building. I.
