现有体制中最难改革的就是审批制度2013年7月3日,中国(上海)自由贸易试验区(下称上海自贸区)获国务院常务会议原则性通过。当年9月27日公布了《国务院关于印发中国(上海)自由贸易试验区总体方案的通知》,方案涉及服务业扩大开放、外商投资管理体制改革、资本项目可兑换、金融服务业全面开放等多个重要领域。在扩大服务业开放方面,包括金融服务、航运服务、商贸服务、专业服务、文化服务以及社会服务领域,暂停或取消投资者资质要求、股比限制、经营范围限制等准入限制措施(银行业机构、信息通信服务除外)。
