介绍广西荔浦县国有水管单位体制改革,将电站改为企业、灌区改为县财政全额拨款事业单位后,职工工作稳定,“国有”身份保持不变,工资、福利有保障,收入大幅度提高;万亩灌区及小型水利工程逐步成立用水户协会,群众自主管理水利工程。证明经过水利体制改革,荔浦县水利获得了良好的发展机遇,摆脱了困境,实现了水利可持续发展,并提出深化水管体制改革的措施。
