怎样进一步搞好国有企业,这是一个十分现实而又难度较高的重大课题。本文拟结合自己工作实践从加强企业内部管理这一角度作若干思考。 现在,有个倾向,每提到深化企业改革,就把目光盯在产权制度改革、产权清晰等方面,似乎只要产权、生产关系理清了,国有企业便会自然搞好,其实问题不是那么简单。搞好国有企业是个系统工程,而研究解决产权、生产关系固然重要,但也不能忽视其他方面的因素与相应措施,否则只能产生负效应。 1979年以来,中央对全民所有制企业分步实行了放权让利、利改税、承包经营责任制和转换企业经营机制,这些改革措施,从总体讲思路是明确的,但其效果总是不尽人意,国有企业仍然搞不活,这表明若忽视企业内部管理,光是外部改来变去,是没有多大文章可作的。现在要特别重视强化企业管理,通过抓管理、练内功来提高经济运行质量和效益,这样搞好国有企业才会大有前途。
How to further improve state-owned enterprises is a very important and difficult topic. This article intends to make some reflections from the perspective of strengthening the internal management of the company based on its own work practices. Now, there is a tendency to deepen the reform of the enterprise and to focus on the reform of the property rights system and clear property rights. It seems that as long as property rights and production relations are cleared, state-owned enterprises will naturally do a good job. In fact, the problem is not so simple. . Doing a good job of state-owned enterprises is a systematic project. It is of course important to study and solve property rights and production relations, but we must not ignore other factors and corresponding measures. Otherwise, they can only produce negative effects. Since 1979, the central government has implemented the steps of decentralization of power, profit and taxation, responsibility for contracted management, and conversion of business operations in stages for all people-owned enterprises. These reform measures are generally clear in their thinking, but their effect is always unsatisfactory. However, state-owned enterprises still fail to make progress, which shows that if internal management is neglected, only external changes will change, there is not much to do. Now we must pay special attention to strengthening enterprise management and improving the quality and efficiency of economic operations by grasping management and building internal strength. This will make SOEs more promising.
