廊坊市化工总厂自1989年以来,先后与港商合资兴建了5个合资公司。按照国际流行的作法,化工总厂在与外商谈判筹建合资企业中,没有公开提出设置党组织问题。但他们认为,作为社会主义国有企业与外商合资办厂,目的是为了利用外商资金、技术、管理的优势增加我方收益,不是用资本主义方式改造社会主义企业。因此,中外合资企业不能没有党组织,更不能脱离党的领导。基于这种认识,他们采取内外有别的办法,在与外商台作签订合同、章程时,没有写进党组织的内容,而在企业内部实际工作中,却坚持了只要符合建立党组织条件
