我国石油石化企业的改革方兴未艾,如火如荼,已经见到了显著成效。石油石化企业的改革目前看来参差不齐,各有各的不同情况和特点,出台的政策、规定和实施方案也不尽相同。据笔者观察,有的企业领导班子相对稳定,企业深化改革的难度可能会小一些,而有的企业领导班子人事更迭比较频繁,深化改革的难度则可能会更大一些。无论是哪种情况,在深化改革中注重做好基层职工的思想稳定工作则是第一位的大事、难事。
The reform of China’s oil and petrochemical enterprises is in full swing and we have seen remarkable results. At present, the reforms of the petroleum and petrochemical enterprises appear to be uneven. Each has its own different circumstances and characteristics, and the policies, regulations and implementation plans promulgated by them are not the same. According to the author’s observation, the leadership of some enterprises is relatively stable, the difficulty of deepening the reform of the enterprise may be smaller, while the leadership changes in some enterprises are more frequent and difficult to deepen the reform may be more difficult. No matter what kind of situation, it is the first major issue and a difficult matter to pay attention to the ideological and steady work of grassroots workers in deepening the reform.
