中国石油化工总公司成立十年多来已发展成为拥有各类生产装置近千套、设备总数达100万台、数十个直属企业规模的大型石化企业集团。但是,设备维修一直沿用及参照十几年前有关行业部门颁发的维护检修规程进行。这些规程无论在覆盖面上,还是技术内容上已不能满足目前设备维护检修工作的需要,且部分内容已不符合我国新颁布的有关法规及规定的要求。因此,总公司发挥石化集团的整体优势,统一编制出一整套能满足我国现代石油化工生产的、指导设备维护检修工作的《石油化工设备维护检修规程》。 遵照国务院《设备管理条例》精神,石化总公司于1990年开始组织有关石化企业着手进行《规程》的编制筹备工作,共有35个直属生产企业1000余人参加了《规程》的资料收集、调
Since its establishment more than a decade ago, China Petroleum & Chemical Corporation has grown into a large-scale petrochemical enterprise group with nearly 1,000 sets of various types of production equipment, a total number of equipment of 1 million units, and dozens of directly-owned enterprises. However, equipment maintenance has been used and referenced to the maintenance and inspection procedures issued by relevant industry departments more than ten years ago. These procedures can no longer meet the needs of current equipment maintenance and overhaul work in terms of coverage or technical content, and some of the contents do not meet the requirements of China’s newly promulgated laws and regulations. Therefore, the head office took full advantage of the petrochemical group and unifiedly formulated a set of “Petrochemical Equipment Maintenance and Inspection Regulations” that can meet China’s modern petrochemical production and guide the maintenance and overhaul of equipment. In accordance with the State Council’s “Regulations on Equipment Management,” Petrochemical Corporation began to organize petrochemical companies to prepare for the preparation of the “Regulations” in 1990. A total of more than 1,000 directly-affiliated production enterprises participated in the data collection and adjustment of the “Regulations”.
