公共危机是对社会共同利益和安全产生严重威胁的一种危险境况和紧张状态,是当今世界所共同面临的问题。把应对公共危机的能力作为政府公信力建设和构建和谐社会的重要环节和基本目标之一。政府公信力的增强,对于实现政府职能,改进公共服务和构建和谐社会具有重要意义。在政府公信力塑造过程中,政府公信力与政府危机管理是相辅相成的。文章通过探究政府危机,明确政府在危机管理中的责任,通过责任政府理论,阐释政府公信力的现代理论基础,进而引领出在政府危机管理过程中提升政府公信力的途径。
The public crisis is a dangerous situation and tension that poses a serious threat to the common interests and security of the society. It is a common problem facing the world today. The ability to respond to public crises as the credibility of the government to build and build a harmonious society an important part and one of the basic goals. The enhancement of government credibility is of great significance for the realization of government functions, improvement of public services and building a harmonious society.
