Prison is a cultural site with an extremely strong magnetism.A confluence of all kinds of cultures,it has a certain influence over the development of penalties in prisons.The social culture dominated by legal culture,harmonious culture and red culture in the transitional period of contemporary society -has been introduced into the process of penalty execution,with significant results in reshaping the personalities of criminals,thus becoming a means,a cultural means,in the hands of prisons for transforming criminals.If we look at it from another perspective,it gives us a rude awakening that culture is not only a practical state and execution system used by prisons to "transform" the ideology and behavior of criminals,but is also an indispensable right (cultural right)due to criminals,a given right imbedded in the legal right of criminals.
