目的分析实施现代结核病控制策略(DOTS策略)后,福建省结防机构及人力资源状况。方法用全省结核病防治规划评估人力资源调查表对各级结防机构与人力资源情况进行调查分析。结果实施DOTS策略后,福建省结防机构与人力资源建设得到改善:①省、市、县3级96个行政规划单位均设立结防机构;仪器设备从2001年275件增加到2009年1 142件,增加了315.3%。②2009年与2001年相比,全省结防专职人员从379人增加到527人,本科及以上学历人员增加了118.4%,中高级职称人员增加了69.4%。结论实施DOTS策略后,福建省结防机构及人力资源建设明显改善,但尚未达到中国结核病防治规划实施工作指南的要求,要继续加大财力投入、增强结防机构与人力资源建设力度。
Objective To analyze the status of prevention and control agencies and human resources in Fujian Province after implementing the modern strategy of controlling tuberculosis (DOTS strategy). Methods Investigate and analyze the prevention and control institutions and human resources at all levels by using the questionnaire of human resources of the province’s TB prevention and control plan assessment. Results After implementation of the DOTS strategy, the construction of TB control agencies and human resources in Fujian Province has been improved: (1) 96 administrative planning units at provincial, municipal and county levels have set up anti-TB agencies; their equipment has increased from 275 in 2001 to 2009 Pieces, an increase of 315.3%. ② In 2009, compared with 2001, the number of knot-guarding professionals in the province increased from 379 to 527, with an increase of 118.4% in undergraduate education and above, and an increase of 69.4% in senior and middle-ranking titles. Conclusion After implementation of DOTS strategy, construction of TB control agencies and human resources in Fujian Province has been significantly improved. However, it has not yet reached the guideline of TB guidelines for implementation of TB prevention and control programs in China. It is necessary to continue to increase investment in financial resources and enhance the construction of NPOs and human resources.
