回顾了“八五”期间冶金矿山在生产、科研、建设、企业改革和多种经营等方面的发展概况,指出了矿山企业内部管理落后、生产建设滞后和外部环境偏紧等问题.提出了“九五”冶金矿山的发展思路:依靠企业自身的努力,实现两个根本性转变,提高矿山经济增长的质量和效益.明确了1996年工作的指导思想和预期目标,提出将进一步转变观念、认真扎实学习邯钢经验、确保正常的矿山生产秩序、抓好矿山建设和技术改造、加快技术进步和抓好地方中小矿山等作为今后的工作重点.
The overview of the development of metallurgical mines in production, scientific research, construction, enterprise reform and diversified operations during the Eighth Five-Year Plan was reviewed. Some problems such as the backward management within the mines, the lag of production and the tight external environment were pointed out. Put forward the development train of thought for the 9th Five-Year Metallurgical Mine: relying on its own efforts, realizing two fundamental changes and improving the quality and efficiency of mine economic growth. Made clear the guiding ideology and expected goals for the work in 1996, proposed that they should further change their concepts, conscientiously study the experience of Handan Iron and Steel, ensure the normal order of mine production, do a good job in mine construction and technological transformation, speed up technological progress and grasp the local small and medium-sized mines As the focus of future work.
