1987年南阳地区工业企业共有196户,其中实行承包经营的达147户,占企业户数的75%,1988年又扩大到184户,占企业户数的95%。到1989年年底全地区共有七个县100个国营工业企业承包经营合同到期,1990年开始实行第二期承包合同,为了对下一步承包提供经验和教训,我们对第一期实行承包前后的经济情况进行了重点调查,目的是为进行第二轮企业承包作决策参考。
In 1987, there were 196 industrial enterprises in Nanyang, of which 147 were contracted, accounting for 75% of the number of enterprises. In 1988, they expanded to 184, accounting for 95% of the number of enterprises. By the end of 1989, there were altogether 100 state-owned industrial enterprises in seven counties across the region. Contracts for the contractual management of the state-owned industrial enterprises had expired. In 1990, the second-phase contract was implemented. In order to provide experience and lessons for the next step of contracting, we conducted the first phase of contracting before and after contracting. The economic situation has been investigated with a focus on the purpose of making decisions for the second round of enterprise contracting.
