1935年颁布的《社会保障法》标志着美国社会保障制度的确立,社会救助也被作为一项常规内容确立下来。在该法案颁布前,美国社会上也流行着各种不同形式的救助,多为个体或民间团体自发举行的。虽然这些救助力量十分薄弱,但对当时为数众多的贫困人群起到了雪中送炭的作用。随时资本主义经济的发展,人们逐渐意识到在社会化大生产下,救助仅仅靠民间的自发形式是远远不够的,为使其社会成员满足基本的生活需要,政府必须承担起救助弱者的责任。
The Social Security Law, promulgated in 1935, marked the establishment of a social security system in the United States. Social assistance was also established as a routine. Before the enactment of the act, various forms of assistance were also popular in American society, mostly spontaneously held by individuals or non-governmental organizations. Although these aid forces were very weak, they played an effective role in helping a large number of poor people at that time. At any time in the development of the capitalist economy, people are gradually realizing that it is far from enough to rely solely on private forms of self-government for salvation under the socialized mass production. In order for the members of their society to meet the basic needs of life, the government has to assume the responsibility of helping the weak .
