“阿尔戈”(ARGO),在古希腊神话中,是一艘令勇士们无往不胜的神船。一项以它命名的海洋实时观测计划在全球已实施数年,我国也于2002年加入该计划。ARGO的英文意思是“轻快的船”,然而这艘“轻快的船”在我国的实施和应用研究中,却走得不怎么轻快。近日,笔者在采访中了解到这样一个怪圈:一方面,我国海洋信息资源严重不足,“共享难,难共享”,成为海洋界最迫切的呼唤;另一方面,面对日益增多的、可以无条件共享的来自全球海洋的实时观测资料,却是应者寥寥,带着疑问笔者走访了相关专家。
