2005年7月,全国少工委下发《关于印发〈少先队辅导员工作纲要(试行)〉的通知》。两年来,作为“全队抓基层、全队抓落实”的重要载体,实施《少先队辅导员工作纲要(试行)》(以下简称《纲要》)使得“全队抓基层、全队抓落实”的工作思路为广大辅导员所认可,使得“全队抓基层、全队抓落实”的工作任务在广大基层少先队组织中得以贯彻和落实;作为少先队教育的基本依据,实施《纲要》使得少先队教育遵循教育规律,走上科学发展的道路;作为辅导员工作的纲领,实施《纲要》大大推进了辅导员队伍专业化建设。
