第一条为明确各级国民学校教职员的任用资格和职责、及鼓励其学习情绪与专业精神,以提高其为人民服务的责任心与积极性起见,在中央未颁布统一规定以前特制定本办法。第二条本办法所称各级国民学校,包括公立国民学校、中心国民学校、小学、幼稚园、私立小学、私立初级小学及私立单独设立之幼稚园。第三条各级国民学校校长与单独设立幼稚园主任,以具有新民主主义革命思想、品行优良、身体健康、有志于新民主主义教育事业,并具有下列资格之一者为合格:甲、一、中心国民学校及公私立小学校长:
Article 1 In order to clarify the qualifications and duties of appointments of staff of national schools at all levels and to encourage them to study their emotions and professionalism and to enhance their sense of responsibility and enthusiasm for serving the people, the present Measures have been formulated before the Central Government promulgates unified rules. Article 2 The national schools at all levels as mentioned in the present Measures include public national schools, national schools, primary schools, kindergartens, private primary schools, private primary schools and privately-owned kindergartens. Article 3 The principals of national schools at all levels and the preschool kindergarten established separately shall be qualified as having one of the following qualifications for having the ideology of new-democratic revolution, good character, good health, and determination to engage in the cause of new-democratic education: A, Center National School and Primary and Secondary School Principals:
