自今年四月一日起,银行对集体所有制企业的结算业务全面推行异地委托收款办法。这个办法的好处是使用范围广,不受金额起点限制,付款方有较长的付款准备期,同时银行不再代任何单位垫款。但是,这个办法也存在着如下一些明显的缺点: 1、不利于合同的执行。付款方可以轻易废止合同、协议,无理占用销货方的资金。如我县有一综合商店(集体)自有资金仅15,000元,贷款12,000元,商品库存却经常在20万元以上,最多时达30多万元。它的资金来源,绝大部分是靠无理拒付委托收款,或多次以退凭证延长付款时间占用别人的资金。 2、不利于委托方的资金周转。按委托收款办法,正式承付期为三天,遇无款时,允许延期五

Most of its funding sources rely on unreasonable refusal to pay commissions, or extend the payment time to take up other people’s funds. 2, is not conducive to the client’s cash flow. According to the method of entrusted collection, the formal commitment period is three days, and when there is no money, the extension is allowed five times.
