河南许昌地区近五年来,工业企业的亏损面一直徘徊在45%左右,平均每年亏损额约二千万元。盈利企业的利润大部分被吃掉,严重的影响财政收入。 1983年初,地委、行署加强了对扭亏增盈的领导,取得了明显的效果。1983年亏损户比上年减少了69.1%。亏损额比上年下降了81.3%,盈利企业的利润增长了34.7%。盈亏相抵实现的净利润,比上年增长139.5%。上交利润比上年增长一倍,创历史最好水平。我们的主要做法是: 一、领导重视,首长负责,层层建立责任制。1983年初,地区专员、县(市)长、局长、厂长、经理层层落实经济责任制,实行有奖有罚。
In the past five years in the Xuchang area of Henan, the loss of industrial enterprises has been hovering around 45%, with an average annual loss of about 20 million yuan. The profits of profitable companies are mostly eaten, seriously affecting fiscal revenue. At the beginning of 1983, the prefectural committees and administrative offices strengthened their leadership in turning deficits and gaining profits, and achieved remarkable results.
