法治政府的基本特征之一即是公开透明。政务公开对于增强政府公信力,保障人民群众的知情权、参与权和监督权,发展社会主义民主政治具有重要意义。纵观政务公开发展历程,社会公众从不知晓、不关心到主动申请公开,行政机关从严防死守到公开透明,政务公开的意义展现的越来越清晰。《政府信息公开条例》修订稿明确“以公开为常态、不公开为例外”原则,此为信息公开制度的基石。
One of the basic characteristics of a government ruled by law is its openness and transparency. The openness of government affairs is of great significance to enhancing the credibility of the government and guaranteeing the people’s right to know, to participate and to supervise, and to developing socialist democracy. Throughout the course of government affairs and public development, the public has never been aware of it, does not care about taking the initiative to apply for publicity, and the administrative organs have become increasingly clear in their manifestations of being strictly open to the outside world and open to government affairs. The revised version of the “Regulations on the Disclosure of Government Information” clearly states that the principle of “openness is the norm and disclosure is not an exception” is the cornerstone of the information disclosure system.
