按照公用港口基础设施和非公用港口基础设施的分类,分别从其投融资主体和投融资方式角度分析了我国港口基础设施投融资体制的现状,在此基础上指出当前我国港口基础设施投融资体制所存在的主要问题,并借鉴国外港口基础设施投融资体制的成功经验,就这些问题提出了相应的对策。
