江苏省泗洪县孙园乡西南的梁圩片,包括梁圩、崔集两村,2100多口人,总面积5.57平方公里,耕地面积6340亩。地面高程13.2～15米,属洪泽湖周边圩区。80年代初期,孙园乡在该片集中进行了水利会战,改善了生产条件,但农业产量仍然低而不稳。究其原因,主要是工程管理未跟上,管理上吃大锅饭,致使水利工程不能充分发挥效益。严峻的事实使广大干群逐步认识到:只有加强水利工程管理,才能扭转这种混乱局面。1987年秋,全县完成了农田水利工程定权发证工作,各乡政府在县水利部门的指导、支持下,分派负
