中俄两国是接壤线最长的近邻,特别是社会主义的前苏联时期,中苏两国有着极为广泛的交往,在五六十年代,我国管理体制和各类管理组织模式与前苏联极为相似。前苏联解体以后,俄罗斯等前苏联所辖的独联体国家,尽管国家制度、体制均发生了急剧的变化,但秘书工作尚未发生根本性变化,至今仍看得出显著的承继性。对中俄(包括前苏联)秘书工作理论与实践加以比较,有利于更清晰地认识新中国秘书工作理论与实践开拓发展的现状与未来。 一、对秘书工作指导和发展过程的异同 我国与前苏联的老一辈无产阶级革命家,都十分重视对首脑机关秘书工作的指导。列宁曾经严肃地指出:行政管理机关,应该对一些琐细问题养成机警和严格注视的习惯,而对所有一般问题,由开始就应该反复仔细斟酌。他对机关官僚主义作风、粗枝大叶、涣散松懈、杂乱无章等不良现象,进行过不倦的批评和整顿;对公文处理、案卷管理、会议管理曾亲自进行指导,曾亲自设计公文登记卡片;对接待和处理人民来信来访曾多次向人民委员会办公厅作过指示,要求对书面形式的申诉书要在24小时内向他呈报,口述形式的申诉48小时内向他汇报。在列宁的指导下,人民委员会建立了负责处理群众来信来访的接待室。列宁重视秘书工作,并亲自进行指导,对于稳定新生的无产阶级政权
China and Russia are the longest neighbors bordering on the line, especially during the period of the former Soviet Union of socialism. China and the Soviet Union have extremely extensive exchanges. In the 1950s and 1960s, China’s management system and all kinds of management organizations were very much in line with those in the former Soviet Union similar. After the disintegration of the former Soviet Union, Russia and other CIS countries under the jurisdiction of the former Soviet Union have undergone drastic changes in their national system and system. However, the work of secretaries has not yet undergone fundamental changes and so far it has shown remarkable succession. Comparing the theory and practice of the secretary jobs between China and Russia (including the former Soviet Union) will help us understand the current situation and future of the pioneering and development of the theory and practice of new secretary jobs in China more clearly. I. The Differences and Similarities in the Guide and Development Process of Secretary Work Our country and the proletarian revolutionaries of the older generation in the former Soviet Union attached great importance to the guidance of the secretarial work of heads of state organs. Lenin once solemnly pointed out: Administrative organs should develop the habit of alertness and strict attention to some trivial issues, and all common problems should be carefully considered from the outset. He conducted tireless criticism and rectification on the official bureaucratic style of the organs, hesitantly and loosely, disorganized and disastrous. He conducted his own guidance on the handling of official documents, the management of case files, and the management of meetings. He had personally designed the official registration card for official documents; Handling letters and visits by the people has repeatedly directed the General Office of the People’s Committee to require him to submit a written complaint to him within 24 hours, and to him within 48 hours in the oral form of his complaint.
