要大力推进横向经济联合,就要从思想认识、思想观念、政治体制、政策措施、具体工作等方面解决一系列问题,需要有一个良好的内部、外部环境和条件。从思想观念到政策措施,从组织形式到分配办法,从行政、经济到法律等方面,至少要把握住10个方面的问题。要切实解决认识问题,坚持以思想观念的突破来推动实际工作的突破。
To vigorously promote horizontal economic cooperation, we must solve a series of problems from the aspects of ideological understanding, ideological concepts, political system, policy measures and concrete work, and we need a good internal and external environment and conditions. From ideological concepts to policy measures, from organizational forms to distribution methods, and from the administrative, economic and legal aspects, at least 10 aspects should be grasped. We must conscientiously solve the problem of understanding and persist in taking a breakthrough in ideological concepts to promote the breakthrough in practical work.
