劳动部1996年8月12日发布、10月1日实施的《企业职工工伤保险试行办法》规定,工伤职工治疗工伤或职业病所需的挂号费、住院费、医疗费、药费、就医路费全额报销。这种实报实销的医疗待遇,充分体现了工伤保险的补偿性,以及党和政府对工伤职工的关怀。但是,这一办法加大了管理难度,突出表现是医疗费用超常增长,且难以控制。据九江市所属县区近2年的统计,工伤医疗费用开支占总待遇支付的40—70%,对此若不加以遏制,很可能造成工伤保险基金收支失衡。 工伤医疗费用增长的原因是多方面的,归纳起来主要有:
