能源矿产资源是地区经济增长的“福星”还是“诅咒”?文章基于我国西部11省区2001—2011年的面板数据,通过运用State12.0软件,计量分析了能源矿产资源开发与环境规制对西部地区经济增长的影响。实证结果显示:能源矿产资源开发对我国西部地区经济增长存在正向影响作用,即能源矿产资源是西部地区经济增长的“福星”而非“诅咒”;环境规制存在滞后1年的正向影响作用。在实证研究的基础上,文章分别从能源矿产开发投资、环境污染治理投资等方面提出了促进我国西部地区经济增长的相应政策建议。
Based on the panel data of 11 provinces and autonomous regions in western China from 2001 to 2011, this paper uses State12.0 software to measure and analyze the development of energy and mineral resources and the “curse” of regional economic growth. The Impact of Environmental Regulations on the Economic Growth in Western China. The empirical results show that the development of energy and mineral resources has a positive effect on the economic growth in the western region of China. That is, the energy and mineral resources are the “lucky star” rather than the “curse” of the economic growth in the western region. The environmental regulation lags behind for one year Positive effect. On the basis of empirical research, the article puts forward corresponding policy proposals to promote the economic growth in the western region of China from the aspects of investment in energy and mineral development and investment in environmental pollution control.
