阿斯旺高坝常被当成是一场环境灾难——其根据是20多年前作出的某些预测。对大坝影响的客观评价清楚地表明,事实上占压倒份量的是正面效益。建造这座坝的巨额造价通过农业增产和发电已在短短两年中就得到回收。持续的干旱和有严重威胁的灾难性大洪水证实了阿斯旺坝对国家经济的价值,尽管建坝给环境带来一些问题,其中许多——包括河床下切和对渔业的影响——要比最初所担心的情况轻得多,另外一些,如水媒疾病的增多也已经查明主要由于缺少卫生设施而引起。总之,阿斯旺高坝现在该是作出评价的时候了,以其对埃及社会经济所作的显著贡献值得受到重大的赞誉。
The Aswan high dam is often regarded as an environmental catastrophe - based on some projections made over 20 years ago. The objective assessment of the impact on the dam clearly shows that in fact the overwhelming majority is a positive one. The huge cost of building this dam has been recovered in just two years through agricultural production and electricity generation. The persistent drought and catastrophic catastrophic floods confirm the value of Aswan dams to the economy of the country and although many of the problems caused by the dams are environmental problems, many of them - including riverbed cuts and impacts on fisheries - The initial concerns were much lighter, while others, such as the increase in water-borne diseases, were also identified as being mainly due to lack of sanitation. In sum, it is high time for the Aswan High Dam to make an assessment, which deserves major praise for its remarkable contribution to the socio-economic development of Egypt.
