就业是一个关系到国计民生的重大问题,它关系到个体能否顺利地生存与发展,关系到经济社会既定目标能否顺利实现。改革开放以来,由于国企改制、农村剩余劳动力转移、高等教育扩招等因素的影响,目前我国就业形势比较严峻。中小企业由于创业门槛较低、行业分布广泛、就业弹性大等特点,在缓解就业压力方面具有无可比拟的优势。鉴于此,本文认为,应努力营造有利于中小企业发展的宏观环境,加强中小企业的人力资源开发,进一步优化中小企业的产业结构,以促进中小企业健康、稳定地持续发展,进而促进就业、缓解就业压力。
Employment is a major issue related to the national economy and the people’s livelihood. It relates to whether an individual can survive and develop smoothly and is related to the successful realization of the economic and social goals. Since the reform and opening up, due to the influence of such factors as the restructuring of state-owned enterprises, the transfer of surplus rural labor and the expansion of enrollment in higher education, the current employment situation in our country is rather grim. SMEs have the incomparable advantages in alleviating the pressure of employment due to the low threshold for starting a business, the widely distributed industries and the employment flexibility. In view of this, this paper argues that efforts should be made to create a macro-environment conducive to the development of SMEs, strengthen human resource development of SMEs, further optimize the industrial structure of SMEs and promote the sustainable development of SMEs in a healthy and stable manner, thereby promoting employment and mitigation Employment pressure.
