建立风险预控管理体系以及隐患查治体系是HSE体系建设不可或缺的组成部分,对企业安全发展意义重大。厄瓜多尔环保安全问题敏感,当地甲方石油公司HSE管理要求高。以“零污染、零排放、零事故”为目标,将两套体系有机结合,利用闭环管理模式控隐患,利用靠前管理控风险,并将合规管理的内涵和外延丰富扩大至HSE管理,有效保障体系建设执行力,从而创建“把风险控制在隐患形成前,把隐患消灭在事故前”的HSE管控新局面。
