目前,中国经济增长到了一个微妙的关头。外贸顺差出人意料但注定不可持续,投资仍然是经济增长的强心剂,但投资效率不断下降,显示出投资可能突然减速的危险的信号。再加上过去几年新增生产能力可能带来严重的过剩,人们越来越担心中国快车会突然抛锚甚至重新陷入通货紧缩。也正是在这种情况下,通过消费增长来促进经济增长成为近期政策关注焦点乃至有可能成为未来新的发展战略支柱。
At present, China’s economic growth has reached a delicate moment. The unexpected trade surplus, though destined to be unsustainable, is still a cardinal of economic growth but the declining investment efficiency signals the danger that investment may suddenly decelerate. Coupled with the serious overcapacity that new production capacity has brought over the past few years, people are increasingly worried that China’s express trains will suddenly break down or even fall back into deflation. It is also under such circumstances that the promotion of economic growth through consumption growth has become the focus of recent policies and may even become the pillars of the new development strategy in the future.
