2014年12月25日,国务院印发了《关于深化中央财政科技计划(专项、基金等)管理改革的方案》(简称《改革方案》)。此方案承载着科技界对于科技计划(专项、基金等)管理体制改革的期盼,吸引了各界关注的目光。作为科技驱动型产业之一的稀土行业,同样期盼《改革方案》能够突破目前我国稀土产业所面临的僵局,焕发稀土行业的科技创新活力。
On December 25, 2014, the State Council promulgated the “Proposal on Deepening the Management Reform of Science and Technology Plans (Special Projects, Funds, etc.) of the Central Government” (the “Reform Plan” for short). This program carries the expectations of the scientific and technological community for the reform of the management system of science and technology projects (special funds, funds, etc.) and has drawn the attention of all circles. As one of the technology-driven industries, the rare earth industry also expects “reform program” to break through the current impasse faced by the rare earth industry in China and rejuvenate the scientific and technological innovation vitality of the rare earth industry.
