近年来,庆阳县本着“实际、实用、实效”的原则,以《党员目标管理责任书》为基点,坚持“抓”字入手,“管”字从严,采取多途径教育管理方式,使农村党员在两个文明建设和带领群众脱贫致富中充分发挥先锋模范作用。从1996年起,庆阳县为了把农村党员教育工作扎扎实实落到实处,彻底改变“说起来重要,做起来次要,忙起来不要”等现象,县、乡(镇)、村均将党员教育列入议事日程,并层层签定责任书。县委安排组织部具体抓总,会同县纪检、监察、宣传等部门在半年和年终各考核一次,考核结果与经济工作同奖同罚。
