改革开放以来,我国的基础教育得到了巨大的发展。然而,也出现了不均衡的趋势。近年来,一种新的管理制度——委托管理制度,在许多省市陆续开展起来。它对区域内学校的均衡发展起到了很好的作用,也产生了一些研究成果。为了保障委托管理的成效,需要建立委托管理的常规运行机制和道德支撑,解决动力与归因的缺失问题;大力凸显“委托管理”的特征;建立教师培养的新的机制;关注教师的心理问题,促进异质文化的融合;建立并完善实现教育均衡的配套政策。
