我们为了响应抗美援朝总会的号召,更进一步的做好全省优抚工作,特于本月十一日召集各专署及长安县负责优抚工作同志,举行优抚工作座谈会,至本月十七日闭幕。在这七天的会议中,同志们都能积极热情的提出各自不同的具体问题,进行了比较深刻的讨论,并且检讨了过去的工作,提出了今后的意见,促成了会议的胜利闭幕。在这次会议中根据上级的指示和本省目前优抚工作的具体情况,提出了三个中心问题,经热烈讨论的结果,决定了比较具体的方计步骤和办法,并决定会后各级分别召集优抚会议,传这会议中的决议,开展今后的工作。兹将这三个中心问题讨论的结果,写在下面:
