国有企业改革的深层次问题尚未触及。深化国有企业改革,必须对国有企业的类型从所有权层面进行划分,对不同类型国有企业的不同功能定位加以明确。我国实际上存在两类性质的国有企业:一类是国家共性的政府企业,一类是社会主义特性的全民企业。两类国有企业的所有权不同,具有不同的功能定位,不能将两者混为一谈。
The deep-seated problems of state-owned enterprise reform have not been touched upon yet. To deepen the reform of state-owned enterprises, we must classify the types of state-owned enterprises from ownership levels and clarify the different functions of different types of state-owned enterprises. There are actually two types of state-owned enterprises in our country: one is a government enterprise of a commonality in the country and one is a universal enterprise with socialist characteristics. The two types of state-owned enterprises have different ownership rights and different functions and positions. They can not be confused with each other.
