“十一五”期间,是上海进一步保 持又快又好发展的重要战略机遇期, 也是区域之间、城乡之间和人群之间 可能进一步分化导致社会进一步失衡 的矛盾凸现期。经济社会的持续发展 和结构快速调整,对公共服务和社会 管理提出了更高的要求。“十一五”期 间,一方面社会力量逐渐发展、社会意 识逐渐抬头、市民社会逐步成型,要求 政府提供更多的公共服务和组织社会 力量共同参与社会治理;另一方面,政 府行政管理体制改革不断深化,政府 职能转变逐渐到位,现代公共服务型 政府的建设加速推进的总体趋势,吻 合了社会对公共服务供给增加以及参 与治理社会的要求。在落实科学发展 观、构建和谐社会总体要求的指引下, “十一五”时期,上海将着力于初步构 建社会主义国际大都市,力争在公共 服务和社会管理方面取得重大突破。
During the “11th Five-Year Plan” period, it will be an important strategic opportunity for Shanghai to maintain its rapid and sound development. It will also be a period in which contradictions between the regions, between urban and rural areas and among the population may further divide and lead to further social imbalance. The sustained economic and social development and the rapid structural readjustment have set higher demands on public services and social management. During the “Eleventh Five-year Plan”, on the one hand, the social forces gradually developed, the social consciousness gradually started to rise, and the civil society gradually formed, requiring the government to provide more public services and organize social forces to participate in social governance. On the other hand, the government administration reform Deepening deepening, the shift of government functions gradually came into place, and the overall trend of accelerating the construction of modern public service-oriented government accorded with the social demand for increasing public service supply and participation in governing the society. Under the guidance of implementing the scientific concept of development and building an overall requirement for a harmonious society, Shanghai will focus on initially constructing a socialist international metropolis during the 11th Five-Year Plan and strive to make major breakthroughs in public services and social management.
