最高人民检察院提出:“要建立健全执法办案风险评估预警机制,把风险评估作为办理案件的重要环节,科学制定预案,妥善采取应对措施,防止因执法不当引发涉检信访。”在中央要求政法各部门做好社会管理创新工作的形势下,出于维护社会稳定的需要,检察机关公诉部门在执法办案的同时,有必要建立案件风险评估机制。
The Supreme People’s Procuratorate put forward: “We must establish and improve a risk assessment and early warning mechanism for law enforcement cases and regard risk assessment as an important part of the handling of cases. We must scientifically formulate plans and properly take appropriate measures to prevent letters and visits from prosecutors as a result of improper enforcement.” Under the situation of various departments of politics and law making innovations in social management, out of the need of maintaining social stability, prosecutors and prosecutors departments need to establish case risk assessment mechanism while handling cases.
