作为一类特殊的公共组织,公共图书馆在治理结构上也存在着很多不足之处。在市场经济的大背景下,以服务价值作为根本价值导向的公共图书馆,也存在着不同程度的价值迷失问题。要有效提升公共图书馆服务质量,有必要改善其公共组织的关键特征,以改善其治理结构的推动力来入手。包括读者、投资者、决策层、资源供给方在内的多方参与的推动力量,这才是解决我国公共图书馆服务价值缺失的有效途径。
As a special type of public organization, there are many deficiencies in the governance structure of public libraries. Under the background of market economy, the public library with service value as the fundamental value orientation also has the problem of losing value to varying degrees. To effectively improve the service quality of public libraries, it is necessary to improve the key features of their public organizations and to improve the driving force of their governance structures.
