我省乡(镇)林业站建设,在上级主管部门和各级政府的重视支持下,取得了较明显的成绩,但存在的问题,也需急待解决。 1.机构撤并频繁,人员不到位。一些地方撤并林业站,下放林业站管理权限,对林业站实行“脱钩”、“断奶”等现象仍然存在。陕南三地区在撤区并乡中,有的站财产流失,人员挂空,思想动摇,业务受阻。神木县1993年省上拨经费要求建设4个分站,规定每站3人,但人员至今未到位,三个站的站牌一直“躺在库房睡大觉”。
The construction of township (town) forestry stations in our province has made remarkable achievements under the great support of higher authorities and governments at all levels, but the problems still need to be resolved urgently. 1. In some places, the withdrawal of forestry stations, the delegation of management authority of forestry stations, the implementation of “decoupling” and “weaning” of forestry stations still exist. In the three districts of Southern Shaanxi, in the area of withdrawal and rural areas, some of the stations lost their assets, personnel were left vacant, their thoughts were shaken, and their business was blocked. Shenmu County, 1993 allocated funds required to build four sub-stations, providing 3 per station, but personnel are not in place, the station’s stop sign has been “lying in the warehouse to sleep.”
