交通运输部令〔2016〕74号2016年12月6日第一章总则第一条为规范水运建设市场秩序,保障水运建设市场各方当事人合法权益,根据《中华人民共和国港口法》《中华人民共和国航道法》《中华人民共和国招标投标法》《建设工程质量管理条例》等法律、行政法规,制定本办法。第二条在中华人民共和国境内从事水运建设活动及对水运建设市场实施监督管理,适用本办法。本办法所称水运建设,是指水路运输基础设施包括港口、码头、航道及相关设施等工程建设。
Order of the Ministry of Transport [2016] 74 of the People’s Republic of China December 6, 2016 Chapter I General Provisions Article 1 In order to regulate the market order for water transport construction and guarantee the legitimate rights and interests of all parties involved in the water transport construction market, according to the “Chinese People’s Daily Republic of China Waterway Law ”,“ People’s Republic of China Bidding Law ”“ Construction Project Quality Management Regulations ”and other laws and administrative regulations, the development of these Measures. Article 2 These Procedures shall be applicable to engaging in water transport construction activities in the territory of the People’s Republic of China and supervision and administration of the market of water transport construction. The term “water transport construction” as mentioned in the present Measures refers to the construction of waterway transportation infrastructure including ports, docks, waterways and related facilities.
