(一九五零年六月十四日在人民政协全国委员会第二次会议上)各位委员、各位同志们:人民政协共同纲领规定:要「有步骤地将封建半封建的土地所有制改变为农民的土地所有制」。在去年冬季,人民政府在华北的城市近郊和若干地区,在河南的一半地区,总共约有二千六百万农业人口的地区实行了并且完成了或在基本上完成了土地改革。一般地说来,去年冬季所实行的土地改革,已经没有出大的偏差,进行得比较顺利,很少有破坏的事件发生。人民,特别是分得土地和其他生产资料的农民,对于这种土地改革是满意的。
