民政部门举办的社会福利事业是我国整体福利事业的重要组成部分。改革开放以来,我国民政部门社会福利事业有了很大发展,特别是在社会福利社会办思想指导下开展社区服务后,民政部门开展和倡导的社会福利事业规模越来越大,对解决社区居民日益增长的生活需求、深化经济改革、建立社会主义市场经济新体制所起的作用也越来越大。实践证明,社会福利社会办的指导思想是符合我国客观实际、尽量满足社区居民生活需求、扩大社会福利服务范围的唯一正确的选择。中国的社会福利要在不更多增加国家经济负担的前提下扩大服务范围、提高服务覆盖面唯有倡导社会福利社会办。
The social welfare undertakings organized by the civil affairs departments are an important part of our overall welfare undertakings. Since the reform and opening up, the social welfare undertakings of civil affairs departments in our country have greatly developed. Especially after the community service is carried out under the guidance of the social welfare society, the social welfare undertakings initiated and promoted by the civil affairs departments are getting larger and larger. The growing demand for life, the deepening of economic reforms, and the establishment of a new socialist market economy have also played an increasingly important role. Practice has proved that the guiding ideology of the social welfare society is in line with our objective reality, as far as possible to meet the needs of community residents, expanding the scope of social welfare services the only correct choice. China’s social welfare should expand its service scope without increasing more the country’s economic burden, and improve service coverage. Only the social welfare society should be advocated.
