长江按地理位置划分虽居于内河,但由于其下游优越的水位条件,使5万吨级的海轮在“中洪水位”可直驶南京,1万吨级海轮可以直达芜湖。2003年长江干线港口外贸货物吞吐量达到5000万吨以上,占全国内河港口的60%。交通部已按照海港的模式对长江南京以下的下游港口进行管理,外贸运输中产生的问题和纠纷,均按照国家外贸运输法规和国际惯例来进行调整和处理。我国参加 WTO 后在外贸运输方面对世贸组织成员国的承诺,同样适用于长江的外贸运输。本文着重谈谈我同参加 WTO 后现行外贸
Although the Yangtze River divides its geographical location in the river, its 50,000-ton seagoing vessel can go straight to Nanjing in the “middle flood level” due to its superior water level conditions, and 10,000-ton sea-level can reach Wuhu directly. In 2003, the throughput of foreign trade in the ports of the Yangtze River reached over 50 million tons, accounting for 60% of the total inland river ports. The Ministry of Communications has already managed the downstream ports under the Yangtze River in Nanjing in accordance with the mode of the harbor. The problems and disputes arising from the foreign trade and transportation have all been adjusted and dealt with in accordance with the state’s foreign trade and transportation regulations and international practices. After China joined WTO, its commitments to WTO member countries in foreign trade and transportation also apply to the foreign trade and transportation of the Yangtze River.
