班组是企业的细胞,是企业中最基层的组织机构。电力企业的发展和管理水平,最终体现在班组建设方面。而班组建设是一个长期的过程,有其阶段性的差异化任务,以及对各项管理的持续性贯彻要求。农电企业一直以来被视为电网企业管理中的薄弱环节,这与农网的坚强程度较差、人员素质水平相对较低、科技化应用范围相对较窄等软硬件设备的历史遗留状况密切相关。随着代管企业的逐步上划,集团公司加强了对农电企业的统一管理,各项工作举措、管理规定层层传递到基层班组,在一定程度上提升了基层供电企业的管理水平和能力。
