随着经济体制的全面改革,我省的森林病虫防治检疫工作,也要相应的转向按自然规律和经济规律办事,转向为林业生产和经济建设服务,以保护森林资源,发挥森林的综合效益。为此,特对我省的森林病虫防治检疫工作提如下建议:(一)建立健全森林病虫防治和检疫机构,加强技术人才培训。党和国家对保护森林,防治森林病虫害,发展林业十分重视。全国人大通过的“森林法”,对森林病虫防治和检疫有专门要求,国务院发布的《植物检疫条例》,又对森林植物的裣疫作了全面的规定。省、地、县应据以迅速建立起森林病虫防治检疫站,特别是在地处毗邻省、区
With the overall reform of the economic system, the province’s pest control and quarantine work in the forest area should also be turned to work in accordance with the laws of nature and economy. It should turn to serve forestry production and economic construction so as to protect forest resources and bring out the overall benefits of forests . To this end, special mention on the prevention and treatment of forest pests and diseases in our province made the following recommendations: (a) establish and improve forest pest control and quarantine agencies, strengthen technical personnel training. The party and the state attach great importance to the protection of forests, prevention and control of forest pests and diseases and the development of forestry. The “Forest Law” passed by the National People’s Congress has special requirements for the prevention and quarantine of forest pests. The “Regulations on Plant Quarantine” promulgated by the State Council also comprehensively stipulates the plague of forest plants. Provinces, prefectures and counties should quickly establish a forest pest control quarantine station, especially in the adjacent provinces and autonomous regions
