According to the information re-leased by the National Developmentand Reform Commission on Septem-ber 2nd,the“Policy for Natural GasUtilization”has been issued for imple-mentation with the approval by theState Council.It is defined in the policy that thereare four major sectors of natural gasutilization,namely urban fuel,indus-trial fuel,power generation and chemi-cal production.Natural gas users areclassified by their utilization purposesinto four grades-favored,allowed,re-stricted and prohibited users.During 2000-2005,the output of natu-ral gas in China had an average annualgrowth of 12.63%,but it was still lowerthan the growing demand for naturalgas,with a supply shortage of naturalgas in many applications.In suchcircumstances,exercising macro con-trol on the demand for natural gas ac-cording to the four grades of users canease the supply shortage.
