中国特色社会主义法律体系宣布形成已近两年,我国的法治建设取得了长足进步。但我们也不得不承认,目前的法治状况并不乐观,商品服务质量、食品药品安全、市场主体信用、经济社会管理等方面的失信问题仍然层出不穷,某些方面甚至有蔓延扩大之势。问题到底出在哪里?原因又是什么?这是一个涉及政治体制、政府管理、执法体系、社会环境、公民意识等诸多领域的复杂问题,而诚信与法治的关系可能是其中一个重要因素。就社会规范而言,诚信与法治分属不同范畴,但它们又有着密不可分的联系,对二者关系的割裂可能是造成诸多社会乱象的一个重要的深层次原因。
Nearly two years after the announcement of the establishment of a socialist legal system with Chinese characteristics, great progress has been made in building the rule of law in our country. However, we also have to admit that the current situation of the rule of law is not optimistic. The problems of dishonesty in the quality of goods and services, food and drug safety, market-related credit, economic and social management are still emerging in an endless stream, and some areas even have the tendency to spread and expand. Where is the problem? And what is the reason? This is a complex issue involving the political system, government management, law enforcement system, social environment, civic awareness and many other areas. The relationship between honesty and rule of law may be one of the important factors. In terms of social norms, honesty and rule of law belong to different categories, but they are inextricably linked. The fragmentation of their relations may be an important and deep-seated reason for causing many social chaos.
