江泽民主席曾从二十一世纪中国未来的前途和命运出发,针对当前干部队伍中存在的严重不正之风,明确提出目前“严重的问题在于教育干部”。以“讲学习、讲政治、讲正气”为主要内容的党性党风教育,就是着重解决领导干部的理想信念和思想作风方面存在的突出问题,以提高于部的思想政治素质。而“三讲”教育中一个重要的方面就是要使领导干部进一步端正权力意识。
Starting from the future and destiny of China in the 21st century, President Jiang Zemin pointed out clearly that “the serious problem now lies with education cadres” in the light of the serious unhealthy tendencies existing in the ranks of the current cadres. The education of the party spirit and party style whose main content is “stressing on learning, stressing on politics and stressing righteousness” focuses on resolving prominent problems in the ideals and beliefs and style of work of leading cadres so as to enhance their ideological and political qualities. An important aspect of education in “three stresses” is to make leading cadres further correct their awareness of power.
