APEC互联互通合作经历了从供应链互联互通到全方位互联互通的演变,其合作范畴和影响力得以不断扩大和增强。相关评估结果显示,APEC互联互通合作已经取得良好进展,但在基础设施建设等领域仍然存在不足。2014年APEC领导人北京会议发表了《亚太经合组织互联互通蓝图(2015-2025)》,对该组织未来互联互通合作及基础设施建设做出了全面规划,将会促进合作的全方位深化。在基础设施建设与投资、机制连通以及具体行动规划等方面,APEC仍应采取措施切实做好《蓝图》规划的落实和执行工作。
APEC interconnection and cooperation has experienced the evolution from supply chain interconnection to all-round interconnection and interoperability, and its scope and influence of cooperation have been continuously expanded and strengthened. Relevant assessment results show that APEC interconnection and cooperation have made good progress, but there are still deficiencies in areas such as infrastructure construction. In 2014, the APEC leaders’ Beijing conference published the “APEC Blueprint for Interoperability and Connectivity (2015-2025)” and made a comprehensive plan for the future interconnection and cooperation and infrastructure construction of the organization, which will promote the all-round deepening of cooperation. In terms of infrastructure construction and investment, connectivity of mechanisms and specific action plans, APEC should still take measures to effectively implement and implement the “blueprint” plan.
